Locale files for all South African languages completed

The locale files for all 11 South African languages were released today. Locale files define how the computer should display things such as dates, time and currency. And the locale file provides information such as the translations for the days of the week and the months of the year.

This is the first step in our efforts to provide a complete translation of Linux in all of these languages.
